Mark Gosvener, Chief Operating Officer, has 35 years of experience in the development, implementation and administration of resource efficiency programs for residential and commercial markets. Mark has developed and managed a wide array of programs promoting most residential and commercial technologies, including solar PV. He provides staff development training to utility employees in energy efficiency, utility strategy and customer service.
David Barnhart, Manager of Direct Install Services, coordinates and supervises commercial/residential installation and data collection to participating ESG utilities. With over a decade of business management experience, he oversees all aspects of Direct Install. Direct Install includes everything from program design to field implementation.
Miranda Boutelle, Program Manager, works in program development, implementation and reporting. She is responsible for annual reporting to the California Energy Commission on behalf of ESG’s California utilities as well as managing the Keep Your Cool Program. She has 15 years of experience in energy efficiency and construction, receiving her Home Energy Rating System (HERS) certification in 2007, Performance Tested Comfort Systems (PTCS) Certification in 2008 and her Building Performance Institute (BPI) certification in 2012.
Paul Rich, Program Manager, conducts a wide range of fieldwork, including verifying thousands of energy efficiency projects. He works with 34 utilities across the Pacific Northwest in managing their energy efficiency programs. With more than 12 years of experience in residential, commercial and industrial project management, he has worked with contractors and the Bonneville Power Administration on submitting and monitoring custom commercial and industrial projects.
Pat Dodd, Program Specialist, performs fieldwork and contractor support for ESG’s residential, commercial and industrial programs. This includes performing audits, inspections and quality assurance for customers and local utilities participating in energy efficiency rebate programs. He has multiple certifications: Performance Tested Comfort Systems (PTCS); Performance Air Testing & Sealing (PATS); Environmental Protection Agency (EPA) Lead Safe; Infrared Thermography and Building Performance Institute (BPI); and Building Analyst/Shell/Heating.
Brad Garvin, Field Specialist, conducts audits, inspections and quality assurance for residential and commercial customers of Bonneville Power Administration utilities. He also assists with processing customer rebates and other projects as needed. Brad has a background in construction, commercial purchasing and sales.
Nadya Klein, Program Coordinator, helps ESG’s utility customers navigate the rebate process. She focuses on working with homeowners and contractors from customer utilities to answer questions and provide detailed instructions about required paperwork for rebates. She also schedules field work, processes customer rebates and assists with monthly reporting. Nadya has more than 10 years of customer service experience. Originally from Ukraine, Nadya is bilingual in Russian and English.
Michelle Ouellette, Program Coordinator, is usually the first voice you’ll hear calling ESG. She has extensive customer service, organizational and budgeting experience within the advertising, sportswear, federal government and software industries. At ESG, she processes rebates for ductless heat pumps, heat pump water heaters, appliances, LEDs, insulation, windows, solar systems and recycling. She assists with month-end reporting and special projects.
Fredy Salazar, Field Specialist, conducts audits, inspections, and quality assurance for residential, commercial, and agricultural customers of Bonneville Power Administration (BPA) utilities. In addition, he provides assistance with reporting, database management and special projects as needed. Before joining ESG, Fredy worked as a solar energy consultant in Southern California. A self-proclaimed “energy nerd,” Fredy developed his love for energy at Penn State University where he received a bachelor of science Degree in Energy, Business and Finance.
Debbie Swanson, Program Coordinator II, works primarily with BPA utilities: organizing and processing weatherization, PTCS, heating, ventilation, and air conditioning (HVAC) and agriculture rebates; organizing utility field schedules; and responding to utility and customer inquiries. Debbie also manages BPA rebate form updates and reporting, and is an ESG customer service representative.
